A Primogen is the leading member of a faction within the Kingdom. Primogens usually dictate all of clan policy but are known to sometimes deligate power to various council members. The Primogen retains the final say on all matters.

A Primogen does not need a council. It is actually legal for a Primogen to run the clan entirely by his or herself without a chosen council. However, this approach is rarely used. It is actually priviledge to be on a council, not a right, contrary to popular belief.
Primogens can decide if the clan is to be dismantled or not.
Only official Primogens can vote in a potentially new clan.
