While Emperor Senshi is the ruler of Buya, most of the policymaking is left to his daughter, Princess [[Lasahn]]. A number of administrative duties are divided amongst ministers of the Imperial Court and the [[Buyian Imperial Army]]. The BIA concerns itself with defense and administration of all Buyian territory.&lt;br /&gt;
&lt;br /&gt;
Sanhae is governed by a Regent appointed by the Princess, but the position is largely ceremonial as the Mayor of Sanhae is granted autonomy in most affairs. Although Sanhae lies at the strategically important Northern Pass, it is well-guarded by both the BIA and the [[Do]], and thus the vacancy of this post is not an issue of wide concern.&lt;br /&gt;
&lt;br /&gt;
The three subpaths which reside within Buya -- the [[Muse]], [[Shaman]], and [[Do]] subpaths -- are given free apolitical autonomy by the Imperial Government, although they are on good terms. Clans are required to swear loyalty to Buya and must keep their halls and, if applicable, militias within Buya City under close scrutiny of the Buyian government. Those clans that have militias offer them as important auxillary to the Buyian Imperial Army during times of crisis.&lt;br /&gt;
&lt;br /&gt;
Buya is party to a Alliance of Treaty with Koguryo and a Nonaggression Pact with Nagnang. Buya also possesses an [[Buya Emergency Charter|Emergency Charter]] with provisions for invasions or attacks on the capital city. In Yuri 78, Buya&#039;s government signed a pact with its clans giving them a larger role in the defense of the city and formalizing the alliance of the clans who had formed after the original Treaty of Buya had been signed (with only Heavens and Phoenix existing at the time). This event, while largely viewed as a formality, allowed Buya&#039;s military resources to be better distributed in the outlying territories.&lt;br /&gt;

The populace of Buya is diverse and well-rounded, with the majority of inhabitants of Buya City (the most populous single city in the Nexus) residing within its many Clans and taverns. A smaller number of people also live within Buya City in the [[Shaman]] and [[Muse]] Circles, which also house a large number of non-citizens who reside in Buya. Members of the [[Buyian Imperial Army]], the Imperial Court, and the Royal Family take residence in the [[Buya Palace]] at the center of town.&lt;br /&gt;

Though not as popular as the larger city (or perhaps because of it), [[Kugnae]] is a very enjoyable place to live, being the older of the two large cities. [[Kugnae]] can be selected as a starting location for new players. [[Kugnae]]&#039;s gates lead many places. The northern gate leads to the south-east section of the [[Wilderness]]. The eastern gate leads to [[Dae Shore]]. The southern gate leads past the [[Graveyard]], in to [[Southern Koguryo]] and eventually [[Nagnang]].&lt;br /&gt;

Aino Senshi, an acclaimed General and tactician, was a native son of Buya before he left to serve the Han Emperor. His bravado and strategic brilliance in service of the Han led the Emperor to personally offer the hand of one of his most beautiful cousins in the Imperial Court: Yung Ling Chun. The two fell in love and were married in summer, but the political situation in Buya had grown dim; the King was ill and his advisors were making power plays. The Han Emperor dispatched Aino and his legion to Buya to maintain order; as time lingered on, he did not return. Yung Ling, presuming that Aino had been killed in battle or simply abandoned her, became bitter and fled to the countryside, where she gave birth to his child. She would later learn that the King of Buya, who had no heirs, had, on his deathbed, willed that Aino Senshi succeed him; however, she refused to join Senshi at the Buyian Court, feeling he had betrayed her by leaving in the first place. Having lost his beloved, Senshi governed effectively but sank into a deep, depressive pain of the heart.&lt;br /&gt;

Although her mother had concealed the details from her, Lasahn&#039;s teacher Qi Lau knew of her father&#039;s deeds in protecting the people of Han and Buya, and revealed to her the identity of her father. After a successful campaign in defending Han from the marauding [[Sonhi]] under [[KaMing]], Lasahn was promoted to General in the Han Tigress Army and gifted the Star Tigress Armor by the Han Emperor himself.&lt;br /&gt;
&lt;br /&gt;
Lasahn&#039;s fate changed with a new assignment. A series of water sources on the Buya-Han border had been poisoned, resulting in local illnesses and deaths, and the Emperor dispatched Lasahn&#039;s legion to investigate. They found an abandoned Sonhi camp at which they rested, and during the night were attacked by [[Zibong]]. After a vicious overnight battle, the Zibong were driven back and the wells purified, but Lasahn&#039;s regiment had been reduced to a mere expeditionary force. Seeing an opportunity as well as a necessity, Lasahn sent her emissary [[Laza]] ahead to request assistance and lodging for her troops, and headed to Buya... to meet her father.&lt;br /&gt;

Aino Senshi, still painful at the memory of his beloved Yun Ling, initially treated Lasahn with kind but deliberate distance, but he warmed up to her quickly. When [[KaMing]] requested asylum in Buya from the Zibong, Senshi appointed Lasahn Head of State of Buya in order to deal with the situation; opinions were sharply divided on whether the Sonhi were in need of aid or were plotting an invasion once they were allowed in the Kingdom. Lasahn quickly earned a reputation as a stateswoman and diplomat by allowing [[KaMing]] to build a [[Sonhi Encampment]] in a desolate part of the Buyian territories, thus granting asylum without jeapordizing the safety of the citizens of Buya.&lt;br /&gt;

Upon her permanent appointment as Head of State of Buya and Heiress to the Throne, Lasahn adopted the last name &amp;lt;i&amp;gt;Senshi&amp;lt;/i&amp;gt; after her father, becoming &amp;lt;b&amp;gt;Lasahn Ling Chun Senshi&amp;lt;/b&amp;gt;. This is frequently shortened, especially by Lasahn herself, as &amp;lt;b&amp;gt;Lasahn Senshi&amp;lt;/b&amp;gt;.&lt;br /&gt;
